AAAAAAAAAAAAA
Wow I must be the most troubled newbie to SRB2 level-editing ok so:

-when I make my bustable blocks, I only hear the sound, the wall dosen't crumble.

-when I complete act 1 it goes to act 3(when I specifically have it set to go to act 2),

-the MAINCFG lump won't show my emblem count, even though I entered the first emblem in

For the first one, you probably didn't raise the ceiling of the sector, so the bust block is stuck "inside" the wall.

I encountered the same problem as your second one. Act two isn't compatable with one player/coop mode, so the game skips it.

Hyper Tails: ? That makes no sense. :P SOC editing is for making unique objects, not for level editing. WADs are for editing levels.

And about the level skipping problem, are you sure you put this into your MAINCFG lump?

Level [Your First Level Number Here]
NextLevel = [Number of Next Level]

Level [Your Second Level Number Here]
TypeOfLevel = 4099

Also, you may have specified the wrong number for your level. Remember that the level's digit system goes from 0 to 9, then A to Z, and then to 10. However, in MAINCFG and the game's console, it uses the 10-base number system (0 to 9, then 10)

Someone told me to use a SOC for sprites rather than images. I could be wrong, but I think it was him.
