Sometimes I have the same problem. Then I just wait 30 mins and try again. SRB2 net launcher has also helped me. Sometimes restarting computer is a good idea too.
It's quite strange. I find messing with the compatibility modes (switching on, then off of Windows 7 in compatibility mode) makes it fullscreen again. I suppose doing what Ors mentioned would work too.
Otherwise, this just seems to be a completely random thing Windows 8 likes to do for absolutely no reason.
