Frame limiter?

As awesome as my computer is, sometimes my framerates drop. And that ruins the immersion in games. So I was thinking I could find a frame limiter program and limit my framerate to 30. I don't know where I can find a frame limiter, though. Does anyone have any idea where I can find and download one?

Try running in software.

What would running in software do? Both OGL and sotfware run at 35 FPS.

I'm not talking about SRB2. I'm talking about limiting my framerate for all games in general. I tried a Google search on got tons of results on the GTA frame limiter.

There is a way to enable VSYNC (Yes that's what it's called) for all programs, but I only really know how to do it for nVidia cards, there is a way to do it with the ATI RADEON cards, but you have to have the ATI CATALYST installed.

Tell me what ya got, maybe I can do somethin' about it.

Luckily my S3 card has the VSync enabled by default ;)
