STOP USING THE WIZARD AND DO IT MANUALLY.

Wizard screwes it up. Manually change the linedef after making it. The water blocks weren't updated for 2.0 on the Wizard, so you can MAKe the block, but you gotta manually change the linedef. But it's not hard at all to do it manually either.

How do I do it.

Get the guide on the Wiki, but skip the linedef numbers. Just rigntclick the linedef and select whatever. In this case, FOF > Water (FYI, Opaque shows everything, transucent is see-through.)
