He's falling, yes. The wall that continues past the goal is slanted. Because Knuckles is still following the same path as he would while climbing the wall (the one adjacent to the goal), he doesn't latch onto the slanted wall (the one behind the goal).
It makes total sense for Knuckles to looks like he's climbing downwards when finishing a level. What doesn't make sense is that, while away from a wall, he will remain in his climbing frames, essentially climbing on air. It's only noticeable in ERZ2 because of the level design.
