ExecCfg doesn't load lumps

Yeah, title says it all. Is it possible to make ExecCfg (in MainCfg) look for lumps inside a Wad?

Like, if I have "ExecCfg = STARTCFG" inside a MainCfg block of a MainCfg lump in a Wad, and a lump called STARTCFG with some basic echo-ing stuff for the console, the console just says it can't find the file STARTCFG when I add said Wad file in Sonic Robo Blast 2, instead of clearing the console out (due to cls) and then echo-ing some stuff related to the Wad, like STARTCFG tells it to.

Is there some obvious thing I'm missing which isn't stated on the wiki?
 
So there is no actual way to execute lumps? Do I really need to make the lump an external file for it to load as soon as one adds the main Wad?
