This guy named "Veliocity" or whatever said he has an EXE to warp into maps when it isnt even his netgame...I think its true because I see some text on the top of the screen saying "Veliocity has made an illegal map change". But im still wondering if its real... I dont see him warp but it said that he warped to a different map.

That's definitely not real. There's no way anyone would be able to do that without getting consistency failures.

EDIT: actually, it is possible, but it wouldn't be easy to make.

No, it's real.

What Velo did was remove all instances of consis-fail kicks, so even if something is done that would cause a consis-fail kick, the kick wouldn't occur.

This can be very screwy, of course, but I assume it's fun to mess around with. I haven't tried it out myself :P.

I tried it out. It's really strange, as even though you're in one level, the people still see your actions in another. That makes everyone run into walls when you're all in different levels.
