You don't have to get all three in one go. You got the Time one, which is usually a feat in itself. Get ALL the Rings for a Perfect Bonus, so you'll knock off both Score AND Ring count.
Or, alternatively, grab the invincibility monitor and run to the end of the stage while trying to hit as many enemies as possible. If you destroy enough of them, at some point you start to get 10,000 points per hit, which ramps up your score quite well. Do all of this in 30 seconds or less so you get the 100,000 point time bonus and you should have the emblem.

You can get that weird purple monitor at the end of the level too if you're even quicker.
I basically spindashed under the bridge, and went on a spree hitting enemies like you said, but at the end I got the whirlwind monitor, got the purple... pinkish thing in the monitor (which adds to score) and then quickly thokked to the end. 150,000 points in the bag or something. :P

Seems this isn't reflected on the Wiki: DevMode -> ScoreAdd. Under what value is it, able to obtain 10k points?
EDIT: Found out it's 15.
