Elemental Shield doesn't ignore Trapgoyles's fire?

Pretty much the title, unless I'm wrong, the Elemental Shield is capable of blocking fire damages, so why isn't it doing it for Trapgoyles in ATZ? Or was it intentional even if the shield itself requires you to get in secret room protected by tons of buzzes?

It's intentional. The Trapgoyles' flames aren't really "fire", because if they were, they'd short out underwater.

Ah, I think this would also be the "OP" shield for this level, as it already allows you to breath underwater and kill aqua buzzes without having to grab their bubles...

This is why I want to have the fire part of the sprite disappear underwater.

This would make sense, effectively.
And after all, ATZ is a vicious zone (I am speaking of a specific corner on the upper Sonic/Tails path...), so why not having this shield not blocking shots even if they look like you could block them.
