Yes you can, using the Light Source thing, but it works in only OpenGL mode. Starlit Warehouse also has streetlights in it, so you could use that for reference if you want to make your own.

Yes. You could use a sector and change it to where it is brighter then the rest of the room or you could use a thing that only works in OpenGL.

I think we already know what you mean. You want a streetlight that actually glows, or, in technical terms, has a corona. You can use the Light Source thing to get that effect, but coronas only work in openGL mode. Just a heads-up.
