Lua enhances mods by a lot. It seems like a daunting language to learn, but it's pretty easy once you start to code with it.
Mods don't have to be up to 2.2's standards (basically, maps don't have to feature slopes, characters don't have to have 2.2-style sprites). What matters is whether or not it works. As an example, Final Demo Zone and all those Legacy Character mods are allowed to be in Releases due to the fact that they have some work put into them, while plain spriterips are generally not allowed without some presence of Lua in their gameplay.
Music packs are generally not accepted unless the content in them is original (i.e. remixes/demixes).
It is highly recommended to get yourself familiar with the Submission Guidelines if you want your mod to be in Releases.
