Dumb question from a dumb person

I have no experience with downloading mods whatsoever, and I don't know how to use mods in srb2. I downloaded the saturn dreams mod, but i don't know how to use it. does anyone know how to download mods?
 
To use mods you need:
1. Download mods from HERE to folder like "addons" within SRB2 data directory,
2. Go to "addons" in main menu of the game,
3. In the game go to folder in SRB2 data directory, where you downloaded mods,
4. Choose mods (with file extensions lua, pk3, wad) by pressing enter.

You can also download addons by using my shellscript HERE

The file I downloaded was a dat file. how do I use those?

You don't use that as addon. These type of files are reserved for storing information about settings, save data, models as far as SRB2 goes. You store this in SRB2 data directory.

incorrect. in the context of models, dat files contain what sprites get replaced by what models and what size the model in question should be.

I know that. My point is that, what kind of these files are used for very briefly. Maybe I didn't say more in detail in that context.
