You can't, as there's no way to edit sprite offsets on Android, sorry.

Does it matter which version of windows you use? Like if I'm useing a version on an android emulator, and just install slade, does it work?

I don't know, that would be something you would have to try for yourself. But I've heard of people trying to use Winlator and encountering some kind of problem.
