I'm not even sure how to fully assess what you are trying to do.

So to start, I in this scenario might suggest to you to take a look at the Wiki? Specifically, the page on creating a custom character? That should probably maybe kinda sorta help you at least a little bit. Also, I don't advise going through with "copying Werehog and making it Ristar," as plagiarizing a character by just replacing the sprites with something else while keeping the original's unchanged Lua coding is a big no-no.
