He is using Linux. Some Linuxes have things like that bar on top. But I do not know which one he is using. That bar looks like a similar to Mac OS.

Screen tearing, I think, caused by turning off VSync.

Uh....1.09.4 is already out for some time.

Maybe 1.09.4 hasn't been ported to Linux yet, or that it's just an older image.
