That song is actually from a Japanese children's cartoon called "Ojamajo Doremi". It's very music-centric and there is a stockpile of Audio CDs from the show.

Some of you may remember Star Hedgehog, who used to own www.starhedgehog.com . He ran an Ojamajo Doremi website that I hosted years and years ago.
