This Act 2 is the same one from the Demo era,but the acid is now green.Besides that,i have LOTS of ideas that could be used when this geta finished:

1. Dark City could be at night.I found that atmosphere more likeable than the one where its just raining and cloudy.Because of it,the nightlamps on the streets could be turned on and have the effect of showing the road.Maybe even have a non-moving car or two.

2.The ending for Act 1 could be tunnel which would lead into Act 2. This would reference to original idea for Dark City back when it was in 2.0,where Brak Eggman was supposed to chase Sonic until he gets into sewers.

3.Make your own Act 2 to be in sewers of Dark City. I dont mind Act 2 from Demo era being used,but it would make sense for the story to be in sewers that actually looked like the acid sewers where you escaped from Eggman's army other than some acid rooms in a big building as Act 2.

I agree with what you said, but I have a few more ideas.

1. Since Dark City itself is inspired by the Land of Darkness in the OVA, they should go full in on the atmosphere of it, particularly the seemingly
abandoned city in it. Image for context at the bottom of the post. Although unlike the OVA, it should be set at night, barely lit by the moonlight or whatever artificial light-source still works.
The aesthetics should still be "Sonic-esque", like how Techno hill depicts an environment, stripped of life through a factory, however still has that vibrancy a typical sonic level has (at least the classic games).

2. Level design could be composed of broken highways, roofs of buildings and throughout the sewers. Be careful as some ground may be covered in acid. the original missile gimmick could be implemented a la Sonic Adventure, where in Speed Highway you flew between buildings with rockets and helicopters. Flowing acid water in the sewers would require you to correctly time your jumps between rafts.
I also though it could be cool to bounce off of telephone cables or the hoods of broken cars, and launch out of sewer pipes into the air or out of windows of buildings.

3. Maybe the beginning of act 1 starts at a subway, and you would walk up a set of stairs into the main city. Act 2 would start in the sewers, referencing the Demo. You could maybe end up in a Robotropolis of sorts and get in a rocket to transition into Egg Rock (or Grand Eggship if Sonic Team Jr. still plans to make it).

That wouldnt make sense,because it would feel too much like OVA,and not SRB2-esque.

And yet we have Metal Robotnik/Brak Eggman as our final boss.

Dark City was always ment to be a whole big OVA referance complete with Brak chasing you in act 1.

I added more to act 2 to make it not a straight line. Probably going to add some more gimmicks and make it look more like act 1.

In fact,many people like you want to become betatesters not to support the dev team you joined to,but instead to play those exclusive betas before anyone else in the world.Thats not how things work here.You must proove you can be a good betatester that can actually support the team.
