It means he's an ironman character, who transforms into others and takes on their stats, like Heavy Magician.
This update simply adds lualess versions for Thirteen and Fatal Error, removing their off-chart stats. And also giving Rewrite an Ironman-less version.
I've seen people requesting both, especially Rewrite, so I'd figured I get these out. I wanted to push these alongside a new character but I'm a bit busy at the moment. New racers will come at some point.
