Compile SRB2 Visual Basic 2013

I do not have much expericien in what is programming but I am trying to compile the source code for Visual Basic 2013 and I am not able to compile.

Does anyone know why it allows me?

Error MSB6006: "cmd.exe" left with code 9009.

I am no longer using VS2013, now I use VS2017 but it still has the same error, I do not know what to add in "Build Event" because according to the error it comes from there but I do not see anything.

In the Srb2DD and Srb2Win project.

Have you tried with Makefiles?
It's the first compiling option, and is often the recommended one.
