Codec trouble

What's one of the best video codecs for renderring AVI in a low file size besides DivX or Xvid? I want to make a 320x240 6:09 movie with sound under 15 megabytes to send in email. I don't care if it looks terrible, but is it possible? (In case you're wondering, it's the LOTR Trailer.) It's 254 MBs right now with Logitech Indeo 5.11 with a quality of 100 and uncompressed audio.

Can I just burn it on a CD and send it to someone? But, I'd need their address and you shouldn't give that out on the internet.

Just encode it with both and see which one has a smaller filesize...

If it was actually feasible to send a 254MB file, I'd ask for a copy to see what I could do with it.

I know of a codec that tends to get about 6MB/min at 320x240 for 2D motion video, so depending on what it is, you might get under 254MB with that one.
