Classic-esque Air Drag - air movement nerf inspired by the retro sonic games

This is a really simple addon that emulates air drag based on how (I think) its done in the classic games.
As long as you're moving upwards and above your character's normal speed, you will gradually slow down.

It doesn't really do much on its own, and so its recommended that you use this with your momentum/classic mods of choice.

I did some testing in vanilla, and I'm pretty sure you can play through the whole game just fine...

comepletely redid the code from scratch and changed the way your speed is decreased. slowing down should feel WAY more natural now

also added a new console command "ca_ignoresprings", which prevents the air drag from happening in the spring state (should make a few more levels beatable)

added 2 new console commands (ca_ignoreroll, ca_strength)

ca_ignoreroll disables air drag while rolling
ca_strength will change the strength of the air drag (set to 32 by deafult)
