If you can't connect to it at all, you could be banned from it... Did you host a server that broke the rules?

im not ban when i press join game it take a long time and there no server when i host a game it say conection to masterserver fails time out on master server

Then it may be your connection isn't good enough to connect to the master server.

Dialup surely can't. Do you use dialup?

What the hell, man? Any internet connection not behind a firewall can connect to the MS. Dialup sure as hell can't host a real game, but it can connect to the MS.
