Other Doom ports (and even other non-Doom based games) let you adjust native midi player volume just fine, I know this isn't Doom anymore but it should still be possible.Pretty sure this is just a quirk of using native. I would recommend using OPNMIDI instead.

Before a patch in 2.1, it was possible to change the volume of the native Windows MIDI but after that it's always full volume no matter what.I'd like to add that this bug has been present since 2.1.1x, if memory serves me right. The solution above can do for now.
