Can you submit a mod for an older version?

I made a few SRB2 Kart 2.0 characters (you know, as practice) and I got a question that got in my head. "Can you submit wads for an older version of the game?" So, any answers? And also, I don't need a 3 paragraph answer on why I can or can't, just a yes or no answer is all.

You can't, The Submission doesn't accept older version mods

They all accept 2.1 mods

That is correct, you can't submit mods for old versions of SRB2. (also were you actually asking about how to make SRB2 Kart 2.0 characters? the last poster seems to have confused me somewhat regarding that)
