The relevant rule is actually number 7: "Do not ask for netgames in the forum. Use the chat room or the master server instead."

You're allowed to advertise SRB2-related things here. Otherwise every thread in Editing and Releases wouldn't be allowed. Hence, the rule against advertising doesn't apply here.
