Binding Chat Messages?

Specifically when I'm playing the Chaotix mod and as Heavy, I like using the POW command. I don't want to type in the command everytime I use it, so I wanted to know how to bind a specific word to a input.

 

[Octosquid]

type in console: bind <key you want> say <thing you want to say>

 

[Avalice]

type in console: bind <key you want> say <thing you want to say>

This won't save. Instead put this inside of your autoexec.cfg so it runs whenever the game is loaded.

so if I wanted to bind POW to joy9, what would that look like exactly?
