Banning System Idea

I just had a somewhat good idea. What if there was a reporting binary that allowed certain people to bypass bans, send console commands to the server, that kind of stuff? I mean, wouldn't it make it easier to report people? And to avoid noobs getting ahold of it, couldn't we set up some sort of password system?

So what do you think?

We don't need a built-in way to evade bans, thanks. That would defeat the entire point.
