Avatar uploading problem

I'm having problems uploading an avatar. I have a picture that is a GIF, less than 10 kbs, less than 128 x 128, but when I click browse and choose the picture, and then click send, the avatar is not there. Does anyone know why? Actually, I just tried changing the bubble that says:
"Always allow html"
to yes instead of no, but that didn't work either.
I clicked the yes bubble and then pressed send, but that didn't change either. Does anyone know why?
