Are there any programs for making SRB2 Characters?

I've been on the fence about making my own character addons, but I honestly don't know where to start. Being honest I'm a little intimidated, but I want to try. Are there any programs made for making character addons?

Nothing specific for making SRB2 characters exists, people tend to make character addons for SRB2 using SLADE and whatever art program they prefer.
