Are there any other soc editors other than...

The one that comes with srb2? Because the soc editor tells me to put some files in a folder that it says comes with srb2, yet I don't have any of them. Is there another one I can use, or is there a way to get the files?

You need the SRB2 Source, duh.

SRB2Src1094.exe (Yes, it comes with SRB2.)

Yeah, this is especially useful when you are going to edit a huge ammount of states. CTRL + c / CTRL + v are your friends. ;)
