That's not confirmed or deconfirmed. We know about Tails Assist as a new feature, but that doesn't immediately mean Tails either is or isn't playable. It just means if he is, his version of Tails Assist would probably just be him flying himself back to safety instead of carrying Sonic. I'd personally lean towards not, but who knows at this point.
