Any Good Apps/Websites for making sprites?

I'm Currently trying to make a Bowser mod for Ring Racers and I don't know what to use to make sprites. Got any Ideas?

Edit: Thanks everyone for the feedback! Now I just need to draw bowser in a kart which will take a probably awfully long time Because I suck at drawing :)

aseprite is paid tho, so i recommend libresprite if you’re looking for something for free

Well asperite is a good idea, but it is paid, but it is actually open source so you can technically get it for free, but paint.NET is not a bad choice either.

It's only paid if you buy it from a storefront, it's free if you compile it. There are tutorials online.
