Usually because he might have thought about avoiding the submissions section since they can sometimes not put your map in the release section if it sucks so much.
 
He, uh, edited a wad in notepad or something, then pasted the code in a post so people could save it as a wad file. Rather than just uploading the wad using the attachment system.

8 days of activity in the forum isn't more a reason to screw up with all and say " I'm a new user, please, don't give me an infraction!!" or something like that.
Now, answering your question, use some uploading website like 4shared, save your level in the .wad format and upload it to your (created/new) 4shared account and post the download link here.
