The PLAYPAL memblock can be changed according to map.
Also, I think the SDL interface can run in 16-bit mode, and HWRENDER certainly can. Note that this won't have any effect on how many colours can be displayed at once (it simply changes the screen mode), though HWRENDER makes use of hi/truecolour for effects like fog (and previously, dynamic lighting).
You're not gaining anything by putting it higher than 8bits...really.
The game will continue to use 8-bit color, just pasted into 16, 24, or 32-bit memory space. It's slower when you do that, too.
