Eh, you can do what I said with a Dell, if you were really worried about it. You just have to make sure there is an AGP or PCI-E slot in it. There is no such thing as a good PCI video card, only comparatively good. :P

The best computer for those unable to build their own would be to buy an eMachines computer with a Athlon 64 and an AGP slot, and just replace whatever cruddy videocard it had with a 6600GT.

I can imagine a great way to piss people off with that. Have no auto-saves, and spawn a particularly hard boss in front of the save-point after the player has played for over an hour without saving. >_>
