The DOWNLOAD folder is a folder the game automatically generates when you connect to a server from the in-game server browser. It is simply cosmetic, it does not matter where your addons go, so long as they are within your SRB2 folder.

This isn't technically true, it IS possible to portforward on Android, it's just harder to the point of not usually being worth it.

What did you change or create in the process of doing that? Did you edit your SRB2 shortcut?

You can't host if you can't portforward regardless of what platform you use, I would recommend contacting Verizon and asking for help with your app problem.

Regardless of whether you do it on tablet or PC will involve messing with your router. It makes no difference, you cannot portforward on mobile data.
