Can't adjust Native Windows Midi player music volume

Pretty sure this is just a quirk of using native. I would recommend using OPNMIDI instead.
 
Oh. I also thought it was bugged, or something...Well, at least I have clarification too. I'll still use Native, though. It's cool.

Other Doom ports (and even other non-Doom based games) let you adjust native midi player volume just fine, I know this isn't Doom anymore but it should still be possible.

You can also download this soundfont to your SRB2 folder, change the MIDI player from native to fluidsynth and change the soundfont file to gm.sf2, and you should hear the same music but with the ability to control volume.
 
I'd like to add that this bug has been present since 2.1.1x, if memory serves me right. The solution above can do for now.
