You can use literally ANY art program to make your character (i made Copper in Scratch and converted the SVG files into PNG). the only important part is if you have PNG sprites at the ready. Style doesnt matter at all, but if you want a good tutorial on the SRB2 style, MotorRoach made a video on it
Aseprite is free if you compile it, there are guides online.It is recommended to use Aseprite, but if you can't afford it, you can use something like GraphicsGale or like what you said, Gimp. If you are new to pixel art you can use something like Piskel to help you get good at the basics. I hope this info helps.
