[Open Assets] SpeedStar's CrossPak 3.0

It's been quite some time since I updated my CrossPak, but I'm finally gonna get back into it. This time, I'm sortieing my original characters into the fray, and to help coincide with this, all of them will be gaining freshly voiced clips from my voice actors of em.

First off, the Hoshi Bros.

Hikaru Hoshi - Voiced by me, lolol.
Ryujin Hoshi - Voiced by Dontae Majors/Swordtee40

More faces will join the race in due time, but we'll see em soon.

Color palettes have also been updated. Some teasing characters I am planning to make.

Fixed up on some sprites for Dust & Ashes.

Dust & Ashes has joined the Pak!

Stats: 2/6
Color: Thunder
Rivals: Jack Frost, Shadow, Aigis

Bonus note:
- Rivals changed for the existing Lethal League characters

Minor Patch Notes:
- Candyman's default colors are re-allocated.
- Latch's new stats are 6, 6

Fixed up Candyman's sprite alignments in the Back-Side sprites.
