[Open Assets] Potada's Power Pack v6.1

Just a small tweak to Kid Chameleon's voicelines, which seemed a bit quiet. Hopefully, they're a bit louder now.

With this new update, Mickey Mouse joins the Ring Races! With stats of 5, 5, he's pretty well balanced.

I've renamed the resource to "Potada's Power Pack" since I've added a new racer.
