[Open Assets] Neo Whale Maps v1

Hello!
This adds the last race map of the cup (that is placed first in the cup order) and completes the cup in general, do note that due to cups not handling maps that are both race and battle at the same time properly there is no second prison break but when that gets updated to accommodate it Hard Dead Deck will be the second prison break map.

Added Electro Radio Zone, the acrobatics focused map from srb2k but overhauled to accommodate the lack of spring panels in DRRR.
Insomniatic Hights eggmark capsules got swapped for jawz capsules.

This adds 2 maps, 1 returning one from Whalemaps and 1 new map that is both race and battle, Abstract Avenue and Hard Dead Deck respectively. Abstract avenue has some layout changes to make the grav flip flow more nicely compared to its srb2k version.
In addition, the maps in the pack are now compiled into a (fairly WIP) cup called Wonderful Rainy Cup, it needs 2 more race maps, maybe 1 more battle map since race/battle map hybrids cant really be done as a race and bonus round without it appearing twice on the select screen and it being 2 races on the same map anyways, and a bonus stage to be completed.

This update brings one new map and renames the addon to Neo Whale Maps! Its currently 0.1 since 1 race map and 1 battle map isnt really enough to make a cup with.
The new map is Treasure Caves! a Race map that is 3 laps long. Also has some staff ghosts to go along with it
The Combat Ufos should be properly ordered now for beyblade arena. Hopefully 2.4 properly exposes all of the battle map things in its cfg for HVR since a good chunk of the important stuff (overtime kiosk, combat ufo, minigen) dont show up in it, or in the combat UFOs case, that and the fact you need to order them so they spawn properly.
