Text To Speech - finally voice acting for srb2!

adds a (pretty simple and a bit crappy) text to speech to messages!
whatever you say in the chat will be read out loud when sent (+ a cool speechbubble so people know youre talking!)

Spoiler: commands

VOICECOOLDOWN + (numb)
changes how fast each letter gets read out loud
VOICE
a toggle for if you wanna go mute

Minor Sounds Update

made some small changes related to the volume of the voices and added sounds for symbols:

-Increased Sound
- !, ? and ... now produce a special sound when typed
