I don't know what the "spin thok" is, but you can make a character use the "Speed Thok" by setting their "charability" to CA_THOK in an S_SKIN file in SLADE (mod making tool)

There is also a P_SKIN which modifies an existing character. Custom characters will use an S_SKIN because its for a custom character and not a pre-existing character.

There is a mod like that, you spin and mash the button (max 5 times) then you get faster by every press
