He isn't better off. I got a few concepts of this silly EXE man
1. His base moveset is pretty identical to Sonic's but slightly to make him more unique
2. He had a different moveset by pressing C1. Doing this can grant him different moves and replacing existing moves like speed thok + he can air dash and float by running
