So appearently Ringslinger may not be in the next version, why is that?

As the next major version of SRB2 is very likely not going to include ringslinger game modes by default, our mappers have worked hard to give these maps the love they deserve so we can send ringslinger off with a bang.

Does anyone know why this is going to be the case?

If I had to guess... SRB2 wasn't built to have a deathmatch like mode in mind. When you really think about it, Rings are your health and ammo. So rarely you see someone die unless they fall into a pit or something. Plus, running out of Ring Ammo also means that you can die because you're not holding any Rings. So, even more it basically boils down to Ring Sting from Dr. Robotnik's Ring Racers, except you'll be blown into bits if you take a single step into Ring Dept.

People can mod it back in if the Ringslinger game modes does get axed, because we have LUA and crap.
 
I think it's because Ringslinger takes up too many development resources for something that's not really part of what SRB2 is meant to be at its core. SRB2 is meant to be a platformer first and foremost. Spending all the time to write/maintain the code for an entire arena shooter sidemode, as well as create maps and maintain some semblance of game balance with the same characters as the main game, would cost time and energy that could be better spent making the core experience of SRB2 better.

Like @Whoexer9 said, if the community really wants Ringslinger back, someone can mod it (or something like it) back in. Personally, I think we're more likely to see Battlemod or a successor to it, but hey, you never know.
