Everytime I boot up Dr Robotnik's Ring Racers, it only plays this one woosh sound. Did I miss loading a pk3 or something?

Check if any of the music or sound pk3s are missing. If they are, reinstall the game. If not, still reinstall the game. Your save data shouldn’t be affected.
