Chromebooks run on a form of Linux, if I remember correctly. As long as a certain piece of software has a Linux port, you should be able to run it.
I'm not knowledgeable enough to tell you the specifics, though. I imagine you can just find a video on how to do it.
Check the SRB2 Wiki for info on making mods.

then… don’t make a mod if your school doesn’t allow you to do what you need to make one?

If your Chromebook is managed by your school, then it's not possible if they have not allowed the Linux option. If you are trying to bypass it, we cannot discuss that as it's against the site rules.

Try getting your own laptop next time. If you do have your own Chromebook that is not managed by your school, you can enable Linux on it and also install wine to run what you need.
