is it possible to change settings outside the game? (SOLVED (kinda))

for some reason if I have audio on (the option in the settings for audio) the game just dies and gives me an error (image of it below), maybe its some issue with something in my computer, i tried reinstalling completely and, well, im locked out of the game. Could I get some help here?

EDIT: ok nvm lol if i just go through the errors it'll let me play

Sounds like its working, but to turn off audio before launching, you can add -noaudio after the launcher

You can do this either in windows run dialog or in the command prompt

Edit config.cfg in a text editor, as that is where your settings are stored.
