How to make palette mods?

I want to make one which tweaks some colors to be closer to how i make pixel art, like changing gray colors to be slightly blue, and some green shades contain some blue too, and the other tweaks i want to make.

You just modify the playpal and import it into slade

How do i modify it? Is there an way to import it to GIMP, since that's the image editor i use?

You can export the playpal as a png in slade
