The best way to start learning character mods is to copy and paste a vanilla character’s info into a new file in Slade and then mess with how it all functions.

For map making, there’s a Zone Builder tutorial in the Guides section that should help you

I'm pretty sure zone builder is a start sure but making the actual character might actually be hell, coding might not be my thing yet but Jesus I don't hope it's bad And Horrid.
